Summary
The Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property was adopted by UNESCO in 1970. This document is one of the main instruments of UNESCO in order to protect and safeguard the world cultural property and to combat the theft, illicit exportation and trafficking of cultural property as well as promote the restriction of objects to their countries of origin.
This Convention establishes legal measures to prevent illicit export of cultural goods (national legislation, combat illegal excavation and illicit export and transfer of ownership of cultural property, establishing and keeping up to date a national inventory, taking education means to stimulate and develop respect for the cultural heritage, etc.)
The State Parties are obligated to undertake special measires, to establish protection services, prohibit export, import and transfer of stolen goods, to impose penalties or admin-istrative sanctions on any person responsible for infringing the prohibitions referred in this Convention.
